  The Women's Institutes Act and Regulation provides for the establishment, incorporation and operation of Women’s Institutes in Alberta for the object of the improvement of social conditions in rural and other communities.

To apply to incoporate, eight or more women over 16 years of age residing in the same area and not memebrs of any other institute can form and incorporate an institute. Each of the women must sign the application form. Each woman must also pay $0.25 as or as part of her annual subscription to the proposed institute, and the money shall be paid to and held by one of the subscribers in trust for the institute.

The application is sent to the office of the Council of the Alberta Women’s Institutes, together with a certificate as to the due signing of the application and the payment of the requisite sums. The council may in its discretion either approve or disapprove the application.

On the provincial president approving the application, the provincial president shall issue a certificate in the prescribed form, under the seal of The Alberta Women's Institutes, declaring the subscribers and all others who subsequently become members to be incorporated under this Act, with a title of which the last words shall be "Women's Institute".
