Successful programs:
  • The roadside vegetation management program which includes, roadside spraying for weed control, roadside brushing and spraying for brush control and roadside mowing.
  • The ASB also has a backsloping/brushing program, which is well received by the producers.
  • The beaver control program is also working well.
  • We are not conducting a blackleg of canola survey every year, only checks where blackleg is suspected.
  • The control of noxious weed program is still ongoing with focus on weeds not common to the Municipality, for example tansy, scentless chamomile, ox-eye daisy and toadflax. Our program, over the last 5 years or so, has been extended into the green zone with cooperation from industry. We have also been working with the urban areas, and the program is working well.
  • We still conduct lygus bug and bertha army worm inspections as asked by the producers.
  • We will be conducting inspections for fusarium graminearum in the fields, at the seed cleaning plant and on farms as requested by the producer.

Weed Control Program
Under the Agricultural Services Weed Inspection Program, weeds that have been declared Noxious or Prohibited Noxious are identified and recorded. As a courtesy, the landowner is notified of all inspection results, and provided a copy of the Weed Inspection Report by regular mail. The yearly inspections revealed that the majority of weeds were located along the edges of cropped land where crop spray did not reach, and extending into municipal road ditches where County weed control (herbicide spray) was withdrawn to avoid trespassing on private lands.

The Agricultural Services Department offers these solutions to help alleviate these concerns that was brought forth:

OPERATORS OF LEASED / RENTED LAND are not included in communications with the registered landowner regarding weed concerns. In many cases, the landowner does not actively participate in crop production on the land, and both landowners and renters have requested that renters be included in communications.
Under Alberta’s Freedom of Information and Protection of Privacy Act, Northern Sunrise County is unable to provide information to the renter, but is obliged to notify only the landowner. Without written consent from the registered landowner, Northern Sunrise County does not have legal authority to include anyone, other than the landowner, in communications regarding the land. To rectify this, Agricultural Services has prepared an authorization form which can be signed by the landowner to authorize our communications with the renter. Renters are encouraged to contact our Nampa office as soon as possible to arrange for authorization forms to be sent to the registered landowner.

FARM OPERATORS are receiving Courtesy Letters regarding weeds observed along the edge of the crop which extend into municipal road ditches. It should be noted that landowners are responsible for weed control regardless of where the weeds are located on the property. However, in an effort to reduce the Impact of all invasive weeds, Northern Sunrise County has enacted a new program to assist landowners in controlling Noxious and Prohibited Noxious weeds along the edge of properties adjacent to municipal roadways. The program involves extending the width of County roadside herbicide applications into the edge of the crop, at the request of the landowner, to control weeds which are sometimes difficult for them to reach from within. Landowners have an opportunity to participate in this complimentary program by entering into an Agreement for either fence line applications or small problem areas within the land. Again, without written consent from the registered landowner, individuals cannot enter into weed control agreements with Northern Sunrise County on rented land. Individuals wishing to participate in the Fenceline, or Private Land Spray Programs are encouraged to contact our Nampa office as soon as possible, to arrange for agreement forms for landowners to sign. We will also assist renters to obtain the required consent forms from landowners, authorizing renters to participate in this program.

Samples of the above forms are included yearly with the spring newsletter. People wishing to participate should read these forms carefully and contact our Agricultural Services Department office.

The roadside mowing program was transferred to the Agricultural Department in 2013, which enabled ASB to better manage noxious weeds with an integrated management system designed to complement the roadside spraying program. One third of the County roadside ditches will receive a second pass the full width of the Right of Way compared to the usual 15 feet done on the first pass. Herbicide applications are conducted for control of Noxious and Prohibited Noxious weeds on municipal lands and roadsides. Up to 2/3 of the roadside ditches will get a spot up to a blanket treatment of herbicide while the other third will receive treatment in the infested areas only.

Spray Exemption Program
Landowners who wish to be exempt from County herbicide weed control activities in road ditches adjacent to their land may enter into an agreement with Agricultural Services. Under this agreement, the County will withdraw herbicide applications adjacent to the land under exemption. In return, the landowner agrees to maintain the roadsides adjacent to the exempted area (including all weed and brush removal). Only the registered landowner is entitled to enter into an agreement pertaining to the property, renters are required to arrange with the landowner to enter into an agreement or provide authorization from the landowner before completing the agreement applications. Participants are required to renew Spray Exemption Agreements before May 1st each year, prior to spray season, to indicate their intent to continue participation in the program.

Pest Control Program
Under the Agricultural Services Pest Inspection Program, pests that have been declared under the APA are identified and recorded. This includes crop diseases sampling and reporting (Clubroot of Canola, Fusarium Graminearum, Blackleg, etc.) as well as crop insects and other organisms. As a courtesy, the landowner is notified of all inspection results, and provided a copy of the Pest Inspection Report by regular mail. The yearly inspections revealed that the majority of the pests were identified as Virulent Blackleg of Canola, located in cropped land where shorter rotation have been recorded in recent years. The County’s Fusarium Graminearum program is still abiding by the a Zero Tolerance policy. Seed testing reimbursement is still in effect with the program to which Producers may submit up to 5 samples a year to a maximum of $50 per test. The Pest Control Program includes distribution of coyote toxicants such as Sodium Monofluoroacetate (compound 1080) for coyote control.

VSI (Veterinary Services Incorporated)
Veterinary Services Incorporated is a municipally funded program to assist livestock producers by offsetting some of the costs related to veterinary care for their animals. A number of procedures are eligible for a 50% cost share with the municipality. Membership is required, and new members complete an application form and are issued a V.S.I. number which they present to the veterinarian. Invoices to livestock producers (for eligible procedures) are automatically reduced by 50% for veterinary service charges. V.S.I. administrators maintain a record of billing and at year-end, the municipality provides grant funding to V.S.I. for the municipal share of the costs. Agricultural Services is requesting that all V.S.I. members contact our Nampa office to ensure memberships are current and information is accurate and updated. This information is vital to an immediate response, in the event of an emergency or livestock disease outbreak. Reportable and Notifiable Diseases are monitored under the Animal Health Act.

Soil and Water Conservation Programs
Soil conservation is a program which involves monitoring as well as prevention of erosion issues; specifically through grass seeding and weed control, following new construction of roadways or drainage ditches.

Water monitoring is an important program that began in 2003; it complimented the riparian health assessments and restoration projects that were initiated in collaboration with other organizations.

Rental Fleet Program
The Equipment Rental fleet comprises 13 pieces of equipment available for rental by County ratepayers. The fleet includes: (1) 15’ field/brush mower (2) 26’ field/brush mowers (1) solar cattle waterer (1) tree spade (1) small tree planter (1) bran bait spreader (1) cattle corral panels (1) RFID tag reader (1) baler – agricultural plastics (1) water pump / pipe wagon

Workshops and Extension Events
Annual workshops are hosted to assist not only ratepayers but also include commercial, agricultural and government agencies. A number of workshops are organized in collaboration with Fieldmen from other municipalities in the region (weed inspector and pesticide applicator training; oil and gas, transportation and utilities corridor workshop).
The Classroom Agriculture Program is instrumental in the ASB education platform, as it targets youth (approximately 10 years of age). As the numbers of urbanites increased, it was deemed important to help young people understand food supply and environmental impact early on, as segregation from the food source is increasing.

Other Programs
Community infrastructure facilities maintenance duties provide an additional opportunity for personnel to monitor for pest, erosion, and weed concerns while conducting maintenance of infrastructure and grounds. Personnel mow and maintain in excess of 40 municipal properties, infrastructure and community areas.

Fleet maintenance is conducted in-house to provide ASB staff with well-maintained equipment and vehicles for delivery of programs and services. This represents roadside mowing, spray application, parks maintenance, inspections, as well as rental fleet equipment and vehicles.

Weed Inspection Program
Under the Agricultural Services Department operates a program which identifies noxious and prohibited noxious weeds as listed in the Weed Control Act. Actions are taken according to the size and severity of the infestation and the threats to economic, social and environmental values.

The landowner or occupier can control the spread of noxious weeds by ensuring that only clean seed is purchased and used, recommendations are to use local seed sources. Should seeds need to be imported from outside the Peace Country, we strongly advise that the Certificate of Seed Analysis us checked to ensure your seedlot is free of listed noxious weeds and known invasive plants. The department also recommends:

  • that all equipment is cleaned before moving from one location to the next. This applies to farm, industrial and recreational equipment. Tarping loads of agriculture products that may contain noxious weed or invasive plant seeds or propagules in order to keep them from establishing in new areas.
  • harvest hay before weed seeds have become viable. In the case of scentless chamomile, there are viable seeds as soon as the flower opens.
  • manage marginal areas to prevent noxious weeds and invasive plants from becoming infested and avoid unintentional transportation of seeds from area to area by wind, water and wildlife.

Roadside Mowing
Saddle Hills County employs the principles of Integrated Pest Management and mows all ditch lines every summer. Line of Sight is a safety concern and is mitigated through the mowing program.

Roadside Spraying
The roadside spraying program will be completed in conjunction with mowing and weeds will be targeted at proper life cycle for best use of herbicides.

This includes crop diseases sampling and reporting for Clubroot of Canola, Fusarium Graminearum and Virulent Blackleg of Canola, as well as crop insects and other organisms.

All cereal grains must be tested for Fusarium graminearum prior to being cleaned. Producers are eligible to have up to five samples a year covered by the County.

The Pest Control Program includes strategies for managing coyotes and wild boars, which have recently been noted in the County, in the Doe River area.

VSI (Veterinary Services Incorporated)
Veterinary Services Incorporated is a municipally funded program to assist livestock producers by offsetting some of the costs related to veterinary care for their animals. Land owners and occupants who raise livestock are eligible for a 50% cost share. Membership is required, application forms are available on line and at the County Complex. The program encourages excellent animal health, decreased costs to producers and rapid results in the event of an emergency or livestock disease outbreak. Reportable and Notifiable Diseases are monitored under the Animal Health Act.

Soil and Water Conservation Programs
Soil conservation is a program which involves monitoring as well as prevention of erosion issues; specifically through grass seeding and weed control for both existing water ways and following new construction of roadways or drainage ditches.

Rental Fleet Program
The Equipment Rental fleet is being examined during 2015 and a replacement plan created that will begin in 2016. Currently the County offers: Rubber Mats, Laser Level and Transit, Scrapers (2), Barbeque, Ear Tag Reader and a Tree Planter

Workshops and Extension Events
Targeted workshops are hosted to increase knowledge regarding specific topics, such as Wolf Management for livestock producers and Horticulture Workshops for farm yards. A number of workshops are organized in collaboration with Fieldmen from other municipalities in the region (weed inspector and pesticide applicator training; oil and gas, transportation and utilities corridor workshop).

Fall Fairs in Savana and Bonanza are attended, the Cargo Trailer is decorated with “unwanted weeds” and information regarding weeds, pests and equipment is made available to Rate Payers through the Signal, our local newspaper, on social media and the Saddle Hills County website.

ASB Configuration was changed in 2014 to include three members at large and two members of Council.

Successful programs:
  • On-going control of noxious weeds not common to the municipality such as Scentless Chamomile, Ox-Eye Daisy, Common Tansy, White Cockle Dame's rocket and Stork's Bill.
  • Integrated mowing and roadside spraying program for enhanced control of weeds and brush along M.D. roads - added a Degelman Liquifire (herbicide application through mower) in 2014
  • Spot spray program on roadsides and other M.D. property to eradicate Toadflax, White Cockle, Tansy, Ox-eye Daisy and other "rare" weeds.
  • Beaver and Coyote Control Programs, Wolf Incentive program and Wild Boar bounty program
  • Public education programs through a monthly "Fieldman's Files" article in the local paper, annual M.D. newsletter, producer and industry meetings, mailouts and participation in the bi-ennial Smoky River Agricultural Fair.
Rental equipment:
Loading chute, cattle squeeze, calf tip table, portable corral panels, dugout pump with pipe, estate and ATV sprayer, backpack sprayers, meter miser, tree planter, tree spade, mulch applicator, EcoBran applicator, grass seeders and fertilizer spreaders.

Successful programs:
Public relations program -- In our program we attempt to take a proactive as opposed to a reactive approach to farmers' problems. This is achieved by meeting with area farmers and discussing potential problems and possible solutions before a problem occurs. This allows farmers to have direct input into development of preventative programs.
