The APF consists of five chapters:









The APF was designed to provide a cohesive and integrated policy approach to agriculture which would:
  • foster confidence in food safety and food quality systems and the environment;
  • accelerate advances in science and technology; and
  • provide producers with the risk management and renewal tools that they need to be more profitable.

In June of 2001, Federal/Provincial/Territorial (FPT) Ministers of Agriculture met in Whitehorse and agreed that the agricultural industry in Canada faced many challenges as globalization and rapid advancements in agricultural science, technology, and business practices posed challenging new issues for the industry.

The Whitehorse Accord set the groundwork for the announcement in June of 2002 of the Agricultural Policy Framework (APF), which ultimately came into effect on April 1, 2003.

The Government of Alberta is working with its FPT counterparts to deliver new programs under Growing Forward, the successor to the APF. While that progress continues, existing programs under the APF will be extended for up to one year (APF agreements expired on March 31, 2008), starting April 1, 2008.
