Profile
Reporting to the Minister of Agriculture, Food and Rural Development, the Alberta Agricultural Products Marketing Council is a Crown corporation established by the Marketing of Agricultural Products Act (MAPA).
Council is in the business of fostering effective agricultural organizations within the province of Alberta. Its central roles are to facilitate the creation and the development of appropriate frameworks for organizations wishing to use the legislation. Council must also, in a resolute and just manner, oversee the ongoing operations of the existing boards and commissions.
There are currently 20 producer commodity groups that operate boards or commissions under MAPA.
In 1972, the Minister of Agriculture enlarged the Council and reviewed its terms of reference to be consistent with the Government of Alberta's and the Department's policies for the marketing of agricultural products. The new Council placed more emphasis on supporting Alberta's marketing boards and commissions in their roles.
MAPA was amended again in 1987, to better reflect the challenges of working in an increasingly complex agricultural industry and to better serve the growing and developing commodity organizations that operate under this legislation.

Our implementation plan
This is a yearly map to guide the processes and structures needed for follow-up, tracking, adjusting and reporting on our implementation and change to ensure the success of the plan.
Strategy #1: Create, develop, and implement frameworks.
- Initiate ongoing dialogue with boards/commissions and industry with the intent to review the state of industry e.g. challenges to growth, profitability, strategic alliances.
- Review MAPA per timeline/milestones.
- Complete required regulatory reviews.
Strategy #2: Enable producer/industry organizations to achieve prosperity, sustainability, and market responsive outcomes.
- Review strategic plans for boards and commissions and provide feedback on issues such as competitiveness, emergency preparedness, growth, innovation (R&D), relationships, inclusiveness of stakeholders, MAPA review.
- Complete amendments to the Operation of Boards and Commission Regulation.
- Work with the department and boards and commissions to ensure plans are developed to grow industries in a sustainable way.
Strategy #3: Broaden corporate governance and leadership base.
- Investigate/examine other governance/leadership models (within Alberta, Canada, internationally).
- Provide opportunities for leadership development for Council/ boards and commissions.
- Successful implementation of industry governance forums and working groups.
Strategy #4: Focused, innovative and strategic organizations.
- Initiate/facilitate discussions with boards and commissions to create/refine strategic plans.
- Complete a policy for quota allocation to the province.
- Regular industry and Council review of Council’s strategic plan.
Strategy #5: Facilitate industry-oriented development.
- Encourage boards and commissions to enhance their commitment to value-added R&D.
- Add one processor and other value chain representatives to Marketing Council.
- Enhance networks with processors, R&D community, policy officials, etc.
Strategy #6: Encourage and facilitate problem-solving and proactive discussion of challenges and opportunities.
- Encourage key decision makers to discuss and devise industry decisions, e.g., Poultry Industry Group, strategy forums with processors.
- Participate in industry meetings.
- Encourage excellence in governance.
How We Operate
Four working groups (Livestock, Cereal Crops, Supply Managed, and Specialty Crops) have been established to partner with all boards and commissions. Each working group is championed by one Council member and has two additional Council members and two staff members on the team.

The purpose of the working groups is to enable a few people to meet easily to review and identify potential regulatory amendments, keep each other informed about challenges and/or opportunities for the industry, identify and discuss potential solutions to problems, and ensure clear and open communication between Council and the commodity organizations.
