 This document refers to the Containment Level 3 Laboratory facility operated by the Alberta Department of Agriculture and Rural Development. The information in this document is intended for outside researchers considering making an application to conduct scientific research in the facility. Application Process

Pre-proposals will be reviewed each year on December 1st and June 1st. Additional material submitted with the Pre-Proposal form will not be reviewed or considered. An Alberta Agriculture and Rural Development committee will review all applications. Primary investigators whose pre-proposals are approved will be invited to submit a more detailed study design. If the study design is accepted, the project will be scheduled and work may begin pending compliance with further requirements.

All work conducted in the ARD CL3 facility must comply with:

  • The program extent approved by the Canadian Food Inspection Agency and the Public Health Agency of Canada for the facility
  • FSAHD Containment Level 3 Operation and Safety Manual
  • Standard Operating Procedures for the facility
  • Alberta Occupational Health and Safety Act, Regulation and Code
  • CFIA Containment Standards for Veterinary Facilities
  • Canadian Council on Animal Care guidelines if using research animals
  • University of Alberta (U of A) Animal Care Committee approval process if using research animals
  • Lab Animal Facility SOPs, Safety Manuals and facility certification
Project personnel requirements
  • All project personnel must provide evidence of formal basic CL2 biosafety training (equivalent to U of A course “ Concepts in Biosafety”)
  • All project personnel must have worked under the primary investigator’s supervision, performing CL2 procedures, for a period not less than 6 months during the previous year.
  • All project personnel must complete a specific facility training session provided by ARD and pass an exam demonstrating their knowledge of facility operating protocols
  • All project personnel must meet requirements for medical fitness to work in the CL3 facility
  • All project personnel must pass an RCMP criminal records check
Nature of research
  • Priority is given to agricultural research
  • Project must require the use of CL3 facilities
  • Primary focus must be on a Risk Group 3 pathogen
  • Project must have a defined start and end date
Grounds for termination of agreement

Strict adherence to the operating protocols for the CL3 facility and individual projects is essential for the safety of other workers and the security of the facility as a whole. Loss of access privileges will result if any of the following occurs:

  • Failure to follow facility protocols, directions provided by the manager of the CL3 lab or his designate, directions of the AFLB Biosafety Officer, or standard operating protocols specific to the researcher’s study
  • Not following accepted Containment Level 3 procedures as described in the FSAHD Containment Level 3 Operation and Safety Manual, approved project SOPs, applicable ARD SOPs or the CFIA Containment Standards for Veterinary Facilities.
  • Unauthorized after hours or weekend work
  • Working alone
  • Providing entry to unauthorized individuals
  • Unauthorized use of personal security card, such as loaning card
  • Modifying approved protocols without prior review by the manager of the CL3 lab and the AFLB Biosafety Officer
  • Violation of confidentiality rules
