The Act establishes the structure, governance, powers and duties for the formation and operations of Irrigation Districts. The purpose of an irrigation district is to: construct, operate, and maintain irrigation works in each district for the conveyance and delivery of water; divert and use of water in accordance with the terms and conditions of license under the Water Act; and to maintain and promote the economic viability of the district. Rates may be charged for irrigation acres, water conveyance agreements, and irrigation surcharges may be imposed upon users for the delivery of water. Appeals by a review board are available for those persons who dispute their water agreements or assessment concerning irrigation area.
